I.a.litvak and
J.M.Batting, American economists, put forward a method to comprehensively evaluate international business environment in their article Theoretical Framework of International Business Arrangements. They grouped factors affecting the operating environment into the following seven points: political stability, market opportunities, economic success, degree of cultural uniformity, legal barriers, natural barriers, geographical and cultural differences with the countries where international operators are located. They have two directions of "cold" (unfavorable) and "hot" (favorable) for international operations. However, the first four factors put more emphasis on the positive aspects of their impact on international business activities. Therefore, people often associate the characteristic changes of these four factors with the degree of "hot". That is to say, the more obvious the characteristics of these four factors are, the higher the "hot effect" will be. The reverse is true, as well. Contrary to this situation, the latter three factors pay more attention to the negative impact of their characteristic changes on international business activities, so they are correlated with the degree of "cold". That is to say, the more obvious the characteristics of these three factors are, the greater the "cold effect" will be, and the more unfavorable the development of international business activities.
